President Donald Trump proposes what may sound to some as a police state budget, with major boosts to military and law enforcement spending, to be paid for by cuts at the Environmental Protection Agency, other domestic programs and foreign aid. Proposed statewide legislation would forbid nonprofit hospitals from closing their doors without a public hearing and state approval. The sanctuary movement spreads to restaurants. Oakland police chief Anne Kirkpatrick is sworn into office, promising to “transform” the troubled department. Anti-police brutality activists stage a die-in on the steps of the Hall of Justice on the second anniversary of the police shooting death of young Guatemalan immigrant Amilcar Perez-Lopez.
