Amid reports of a city ignored by the federal government, individuals spurned by insurance companies, and miles of neighborhoods abandoned and uninhabited, there are kernels of activism and hope in New Orleans. With LaToya Cantrell, president of the Broadmoor Improvement Association, and architect Allen Eskew.
