Clinton asks “What kind of genius loses a billion dollars in a single year?” Hurricane Matthew bears down on Haiti, bring warnings of catastrophic flooding and landslides. Moslem and Sikh civil rights leaders welcome Governor Jerry Brown’s signature on a new law aimed at stemming bullying and harassment at school based on religion. Federal health officials say they will expand development of a vaccine against Zika after lawmakers finally approved funding as part of last week’s budget deal.
