Justices tie 4-4 leaving in place a lower court ruling that blocked Obama’s action. A surprise ruling from justices upholds a University of Texas affirmative action program.  A Baltimore judge acquits the only officer charged with murder in the death of Freddie Gray. The San Francisco Police Commission adopts new use of force policies in the wake of fatal police shootings of people of color.
