The Dallas Police chief says the  African American military veteran who fatally shot five Dallas police officers last week asked negotiators how many people he had shot and told them he wanted to kill more. Thousands protested and 100s were arrested in weekend protests against police violence.  A blue ribbon panel issues its final report on racism and other problems plaguing the San Francisco Police Department. A new whistleblower’s hotline for Oakland police and  other city officials encourages them to report wrongdoing, anonymously if necessary. Britain will have its second female Prime Minister Wednesday after Home Secretary Theresa May is selected to lead the Conservative Party and David Cameron says he’ll step down quickly. May promises “Brexit means Brexit” and says she’ll lead an orderly withdrawal from the European Union, despite having campaigned against the move.
