With just a month left of his presidency, Barack Obama bans new oil and gas leases in federal waters in the Arctic and Atlantic Oceans, delighting environmentalists. The self styled Islamic State claims responsibility for the Berlin, Germany truck attack that killed 12 people and injured nearly 50 more. German officials aren’t endorsing the claim quite yet. San Francisco Mayor Ed Lee names the highest ranking LAPD officer Bill Scott as the city’s new police chief. He’ll be tasked with implementing reforms in the wake of multiple officer killings of people of color. The California Supreme Court puts on hold the state’s new death penalty law — Proposition 66 — aimed at speeding up executions. California hasn’t put a prisoner to death in more than a decade.
