Donald Trump warns that that the U.S. could enter a major conflict with North Korea, while at the U.N. Security Council Secretary of State Rex Tillerson urges new sanctions against the North. Lawmakers pass a very short term spending bill to keep the federal government operating for another week, giving negotiators time to  hammer out a spending plan for the balance of the fiscal year. Donald Trump signs an executive order to expand offshore oil drilling in the Arctic and Atlantic Oceans.  In San Francisco, tenant advocates and evicted tenants pack a Board of Supervisors Committee hearing to demand solutions to the crisis of fraudulent Owner Move In (OMI) evictions.
