Donald Trump backs away from an apparent plan to issue an executive order pulling the U.S. out of the North American Free Trade Agreement, NAFTA, saying he’ll instead try to negotiate changes with Canada and Mexico. In Texas, the Republican-controlled House approves a strict ban on “sanctuary cities” after more than 15 hours of debate. It includes threats to jail local police chiefs and sheriffs who don’t fully cooperate with federal immigration officials.
