Russian President Vladimir Putin says he won’t engage in tit for tat expulsions of U.S. diplomats following President Obama’s order expelling 35 Russians. A Syrian ceasefire brokered by Russia and Turkey largely is holding; talks on a political settlement may take place next month. The San Francisco District Attorney has decided not to retry a 22 year old African American man whose violent encounter with BART police officers was captured on bodycam video. A Richmond rent control law approved by voters last month takes effect today. A Berkeley homeless encampment which has been raided numerous times by police, sets up in the city’s upscale Gourmet Ghetto.
