California Rep Henry Waxman, chair of the House Energy Committee, has passed a major federal climate change bill out of his committee. But environmentalists are split on whether this legislation should be hailed as a victory, substantially changed, or dumped altogether.  Environmental Defense, Sierra Club and Greenpeace debate their views on Terra Verde.
